Section 4: Duties of the Poundkeeper

He shall keep at his own cost a pound to keep animals impounded and shall maintain the same in a clean condition and shall supply the animals impounded with sufficient and wholesome food and water and shall and may send  such  animals out of his pound at fit times and to fit places for grazing and watering.  And shall be responsible to the owner of any impounded animals for every loss or damage occasioned by any act of himself or agent.

Every year animals are abandoned or left alone to suffer, starve and die.  In 2008 over a thousand animals were abandoned in the Cardston area. Each year these numbers are growing.  This bylaw is important to stop animal abuse.

Bylaw #12 added further duties to the poundkeeper and specified fees he could charge. Shane describes how this bylaw has changed in the following video:
