Can see the big picture

Understands how parts of the system are interconnected

Can see beyond the immediate

Understands that most solutions are long-term, results may not be observable in the short-term

Can see all the perspectives

Understands that all perspectives must be considered and examined

Can see the need for action

Understands the issues and the basis for action; identifies, implements and evaluates actions

Can see the need to work with all sectors

Understands how and has the skills to work with others cooperatively and collaboratively
